The MOVES Partnership

Five organisations, three countries, one shared commitment

MOVES is implemented by a transnational partnership of five organisations from Portugal, Italy and Albania. Each partner brings a different connection to the project: local communities, public governance, youth engagement, civic education, European values and policy dialogue.

Casa d’Abóbora – Associação Juvenil is a youth association based in Cinfães, in the Douro region of northern Portugal. Working at the intersection of rural development, youth empowerment, inclusion and sustainability, the organisation brings direct experience in engaging communities in rural and mountainous areas.

In MOVES, Casa d’Abóbora coordinates the overall project and leads activities in Portugal. Its work focuses on civic empowerment, community participation and the creation of spaces where young people and local residents can take a more active role in democratic life.

ANCI Lazio

Italy · Local Governance and Participatory Democracy

ANCI Lazio is the regional branch of the Italian National Association of Municipalities, representing municipalities across the Lazio region. The organisation works closely with local authorities and supports municipalities in areas such as governance, inter-municipal cooperation, access to European opportunities and local development.

In MOVES, ANCI Lazio connects the project to Italian mountain municipalities and local governance actors. It plays a key role in participatory forums, civic education, capacity-building and the development of tools that help local authorities involve citizens more meaningfully in decision-making.

Albania · Youth and Civic Engagement

People in Focus is an Albanian civil society organisation with strong experience in youth empowerment, civic participation, non-formal education and inclusive community work. The organisation has worked across Albania and the Western Balkans, supporting young people and underrepresented groups to become more active in public and community life.

In MOVES, People in Focus leads the transnational exchange component and supports the mobilisation of Albanian youth and civic actors. Its role is central to creating inclusive learning spaces and connecting local participants with wider European experiences and practices.

Albania · Policy Dialogue and European Values

House of Europe is an Albanian civil society organisation working to promote European integration, democratic values, civic awareness and public dialogue. Through educational, cultural and civic initiatives, it helps connect citizens, institutions and European debates.

In MOVES, House of Europe leads the work on policy recommendations and institutional dialogue. It helps transform local experiences, community input and project findings into proposals that can be shared with decision-makers and wider public audiences.

Italy · EU Public Policy, Civic Education and Digital Engagement

NOREMA Srl is an Italian consultancy specialised in EU public policy, civic education, participatory governance, digital engagement and access to EU funding.

Within MOVES, NOREMA supports ANCI Lazio as a technical subcontractor for Work Packages 3 and 4, contributing to civic education modules, capacity-building activities, digital training materials, co-creation formats and project sustainability tools. Its role strengthens the project’s practical support for young people, citizens, civil society organisations and local authorities, particularly in the development of participatory and inclusive governance practices.

Working Across Borders

Practical bridges between citizens and institutions

The MOVES partnership connects local realities in Portugal, Italy and Albania through a shared commitment to inclusive democracy. The project does not treat mountain and peri-urban communities as isolated cases, but as places where new forms of participation can be tested, adapted and shared.

By combining grassroots experience, municipal knowledge, youth work, civic education and policy advocacy, the partnership aims to build practical bridges between citizens and institutions — and between local communities across Europe.
